US: Aid pause to Ethiopia no longer linked to dam dispute

NAIROBI, Kenya (AP) — The United States says it has decided to “de-link” its suspension of millions of dollars of aid to Ethiopia from that country’s dispute with Egypt over a massive hydroelectric dam project.

But the State Department early Friday said that does not mean all the roughly $272 million in security and development assistance will immediately start to flow, and it depends on more recent “developments” — an apparent reference to the deadly conflict in Ethiopia’s Tigray region.

The State Department said humanitarian assistance remains exempt from the aid suspension. It said it has informed Ethiopia’s government. A spokeswoman for Ethiopian Prime Minister Abiy Ahmed did not immediately respond to a request for comment.

Ethiopians were furious after former President Donald Trump last year directed the suspension of aid to their country in a rare example of his direct involvement in an African issue. Ethiopia had left a U.S.-led attempt to mediate the dispute with Egypt, alleging bias. Trump also caused an uproar by saying downstream Egypt would “blow up” the dam project that Cairo  considers an existential threat.

Ethiopia asserts that the $4.6 billion Grand Ethiopian Renaissance Dam that it has nearly completed on the Blue Nile River is essential for development and the pulling of millions of people out of poverty. Egypt says it threatens its water supply.

Ethiopia is now under pressure from the U.S. and others including the European Union and United Nations over the deadly fighting in its northern Tigray region, where some 6 million people have been largely cut off from the world since fighting began in November between Ethiopian and allied forces and Tigray ones.

Witness accounts have emerged of massacres, people beginning to starve to death and the presence of thousands of soldiers from neighboring Eritrea, which Ethiopia’s government has denied.

The U.S. has said Eritrean soldiers should “immediately” leave Ethiopia. And earlier this week, a State Department spokesperson said “we remain gravely concerned by the widespread humanitarian suffering and reported human rights abuses in the Tigray region.”

The spokesperson urged “an immediate end to the fighting in Tigray, full and unhindered humanitarian access, an independent investigation into the human rights violations and abuses and for those responsible to be held accountable.”

Ethiopia: Government approves ‘first step’ towards Tigray emergency assistance

UN agencies have received approval from the Ethiopian Government for 25 international staff to provide humanitarian assistance inside the country’s conflict-torn Tigray region, the UN Spokesperson said on Monday.

“This clearance is a first step towards ensuring that aid workers in Tigray can deliver and ramp up the response given the rapidly rising needs in the region”, Stéphane Dujarric told journalists at the daily press briefing.

He recalled a number of positive engagements between the Government and senior UN officials, including with Filippo Grandi, High Commissioner for Refugees (UNHCR), Gilles Michaud chief of UN Safety and Security and most recently, David Beasley, Executive Director of the World Food Programme (WFP).

“Mr. Beasley has just wrapped up a trip to Ethiopia and he says that WFP has accepted the Government’s request to help authorities and aid partners transport aid into and within Tigray”, informed Mr. Dujarric.

Moreover, WFP has also agreed to provide emergency food aid for up to one million people in Tigray.

The conflict between the Government and regional forces of the Tigray People’s Liberation Front (TPLF) began in early November, when the Prime Minister ordered a military offensive after rebels attacked a federal army base. Government forces reported that the region had been secured at the end of November, but TPLF resistance has continued amid accusations of extrajudicial killings and rights abuses.

Escalating humanitarian needs

Meanwhile, around 60 more humanitarian workers from the UN and non-governmental organizations are awaiting approval in the capital Addis Ababa for deployment to Tigray.

They also look forward to rapid authorizations for any further requests put forward.

“While we welcome these clearances, we remain deeply concerned about the significant escalation in humanitarian needs in Tigray, where people have endured more than three months of conflict with extremely limited assistance”, said the UN spokesperson.

He also expressed unease over continued reports of grave violations against civilians.

“We reiterate our call for the full resumption of free and unconditional access for humanitarian supplies and personnel to the Tigray region”, Mr. Dujarric said, adding that it should include “blanket clearances” for organizations operating in the area, “so that we can immediately reach all the people in need with all the assistance they urgently require”.

Exclusive: Ethiopia to seek debt relief under G20 debt framework – ministry

NAIROBI (Reuters) – Ethiopia plans to seek a restructuring of its sovereign debt under a new G20 common framework and is looking at all the available options, the country’s finance ministry told Reuters on Friday.

Ethiopia’s government bonds saw their biggest ever daily fall on the news and analysts said restructuring concerns could spill over to hit other borrowers.

G20 nations agreed in November for the first time to a common approach for restructuring government debts to help ease the strain on some developing countries driven towards the risk of default by the costs of the coronavirus pandemic.

Chad became on Wednesday the first country to officially request a debt restructuring under the new framework and a French finance ministry told Reuters on Thursday that Zambia and Ethiopia were most likely to follow suit.

Asked if Ethiopia was looking to seek a debt restructuring under the G20 framework, Finance Ministry spokeswoman Semereta Sewasew said: “Yes, Ethiopia will look at all available debt treatment options under the G20 communique issued in November.”

Ethiopia’s government bond due for repayment in 2024, which it issued in late 2014, plunged 8.4 cents on the dollar from roughly par to just under 92 cents.

Ethiopia is already benefiting from a suspension of interest payments to its official sector creditors until the end of June under an initiative between the G20 and the Paris Club of creditor nations.

‘UNCERTAINTY’

Under the new G20 framework, debtor countries are expected to seek an IMF programme to get their economies back onto a firmer footing and negotiate a debt reduction from both public and private creditors.

Ethiopia has a $1 billion dollar bond outstanding, though only $66 million worth of interest payments on the issue are coming due this year.

The news that Ethiopia would seek debt relief left investors wondering whether they would be left to take a hit in the event of a restructuring.

“Given the G20 common framework has not been put to the test yet, we hope the G20 will come out with some sort of explanation as this uncertainty can hit the countries’ rating and spill over into other sub-Saharan African credits,” said Simon Quijano-Evans, chief economist at Gemcorp Capital LLP.

ING emerging market sovereign debt strategist Trieu Pham said the fact that Ethiopia has Eurobonds outstanding was a cause for concern as it could have broader implications.

“Should Ethiopia go this way then that could weigh on overall sentiment as people will wonder if there might be others (following),” he said.

Your Excellency,

We, the undersigned human rights non-governmental organizations, strongly support the call for a UN Human Rights Council (HRC) special session on the deteriorating human rights situation in Ethiopia and urge your delegation to support such a session without further delay.

Since 4 November 2020, fighting between federal government forces and affiliated militias with forces and militia allied to Tigray’s ruling party, the Tigray People’s Liberation Front, have reportedly killed hundreds of civilians and caused more than one million people to flee their homes, including at least 57,000 refugees who are now in Sudan. There have been widespread reports of serious violations of international humanitarian law and human rights violations and abuses including possible atrocity crimes, including indiscriminate attacks on civilians and civilian infrastructure, unlawful killings, widespread looting, and rape and sexual violence against women and girls. There have also been reports of massacres committed along ethnic lines within Tigray, as well as ethnic profiling, discrimination, and hate speech against Tigrayans both within and outside the country. The UN High Commissioner for Refugees has also expressed alarm for the “safety and well-being” of the 96,000 Eritrean refugees in Tigray, given the unconfirmed but “overwhelming number of reports of Eritrean refugees in Tigray being killed, abducted and forcibly returned to Eritrea,” where they could face persecution. Access to independent humanitarian aid continues to be limited in Tigray despite an agreement reached between the federal government and the UN on 29 November. Journalists critical of the government have been arrested, exacerbating existing restrictions on communication and information from the region.

Given the gravity of these alleged violations and abuses, we believe that a Human Rights Council special session on Ethiopia is essential to ensure international scrutiny of the situation and to adopt measures to prevent any further deterioration of the crisis.

While the Council should pay particular attention to the situation in Tigray, it should not restrict itself to addressing only one region of Ethiopia. It is important that the Council acknowledges the general deterioration of human rights in other parts of the country, particularly in the last year. This includes reports of deadly violence along ethnic and communal lines; allegations of abuse by security forces in Oromia, Benishangul-Gumuz, Southern Nations, Nationalities and Peoples’ and Amhara regions; and fighting along the borders between the Tigray and Amhara regions, the Oromia and Somali regions, and the Afar and Somali region.

A Special Session would enable the HRC to receive information from the High Commissioner for Human Rights and others on the gravity of the ongoing crisis, including how long-standing grievances and structural issues have contributed to the overall deterioration of the human rights situation, and to take appropriate action, in line with the Council’s prevention mandate, to prevent further violations and abuses.

We believe that supporting calls for action by the heads of various UN agencies, including through holding a special session, is necessary to uphold the HRC’s founding principles of the promotion and protection of human rights. On 7 December the UN Secretary-General expressed his concern about the situation in Tigray, calling for full respect for human rights and the guarantee of unfettered humanitarian access. On 22 December the High Commissioner for Human Rights described the situation as “heart-breaking as it is appalling” and emphasized the urgent need for “independent, impartial, thorough and transparent investigations to establish accountability and ensure justice” for grave violations. Furthermore, on 12 November the UN Special Advisers on the Prevention of Genocide and the Responsibility to Protect warned that if escalating ethnic tensions in Ethiopia are not urgently addressed the “risk of atrocity crimes in Ethiopia remains high.”

We respectfully urge you to recognize serious concerns expressed by the UN Secretary-General, High Commissioner for Human Rights, High Commissioner for Refugees and the Special Advisers on the Prevention of Genocide and the Responsibility to Protect by:

  • calling, without delay, for the convening of a special session of the UN Human Rights Council to discuss the situation in Ethiopia, with a focus on the human rights violations and abuses that continue to take place in Tigray and throughout the country;
  • presenting for adoption a resolution to ensure independent and impartial investigations into alleged violations and abuses of international human rights law and violations of international humanitarian law, some of which may amount to atrocity crimes, committed by all parties to the conflict. The findings should be reported to the Human Rights Council, including recommendations to prevent further human rights violations and abuses and ensure accountability.

Ethiopia’s leader won the Nobel Peace Prize. Now he’s accused of war crimes.

Washingtonpost (Opinion)  — FIFTEEN MONTHS ago Ethiopian Prime Minister Abiy Ahmed was awarded the Nobel Peace Prize for ending his country’s conflict with neighboring Eritrea. Now he may be perpetrating grave crimes against humanity. After launching an invasion of the rebellious province of Tigray, Mr. Abiy’s regime stands accused of sealing off the region and blocking deliveries of food and other humanitarian aid. International aid officials are warning that millions of people could be at risk of famine.

When he rose to power in 2018, Mr. Abiy displaced politicians and generals from Tigray who had ruled Ethiopia for 27 years under a ruthless autocracy. In addition to ending the war, the new leader released political prisoners and promised democratic elections. Yet the campaign Mr. Abiy launched against Tigray in early November has all the earmarks of Ethiopia’s previous dictators. In occupying the province’s capital and other towns, federal forces, ethnic militias and allied troops from Eritrea have carried out massacres and rapes, according to the sporadic reports emerging from the region. Journalists have been banned, and phone and Internet services are down. Two million of Tigray’s 6 million people are believed to be displaced.

Without food deliveries, many of those people could starve. Yet up until late last week, federal and regional officials were blocking deliveries by the United Nations, even while government troops reportedly burned crops and destroyed livestock. On Friday, U.N. humanitarian relief coordinator Mark Lowcock reported that authorities had finally authorized the movement of 500 metric tons of food to Tigray’s main cities and two out of four refugee camps. But, he tweeted, “we must get more aid workers and life-saving supplies into Tigray so we can scale up operations.” U.N. officials say about 80 aid workers are waiting in the Ethiopian capital, Addis Ababa, for permission to travel to Tigray. Until they can get in, it won’t be clear how serious the food problem remains.

Mr. Abiy’s government claims to be engaged in a “stabilizing mission” after routing the forces of the Tigray People’s Liberation Front (TPLF). In fact, it has been relentlessly hunting down fugitive TPLF leaders — including longtime former Ethiopian foreign minister Seyoum Mesfin, 71, who was gunned down this month in what authorities claimed was a shootout. Though four dozen TPLF leaders have reportedly been killed or captured, scores remain at large, along with thousands of fighters who still control parts of the province.

Mr. Abiy contends his forces have already triumphed in Tigray and the conflict will soon be over. More likely, a guerrilla war with the TPLF will drag on for years, and the humanitarian crisis will deepen, even if an immediate famine is averted. That’s why the United States and the European Union, which heavily fund Ethiopia, should withhold further aid until there is full humanitarian access to Tigray and the government agrees to pursue peace talks.

EU to dispatch humanitarian negotiator to Ethiopia after aid suspension

The European Union is preparing to send Finnish foreign minister Pekka Haavisto to negotiate with the Ethiopian government as it pushes for unfettered access for humanitarians in the conflict-torn Tigray region.

EU foreign affairs chief Josep Borrell raised the possible visit on a Jan. 9 phone call with Ethiopia’s Deputy Prime Minister Demeke Mekonnen, a spokesperson for the European External Action Service told Devex Monday, adding that the idea was “welcomed.”

The move comes after the EU announced its decision Friday to halt budget support for Ethiopia over the lack of humanitarian access in Tigray.

Haavisto is an experienced Greens politician and former development minister who has acted as a special representative and adviser in Africa for Finland, the EU, and United Nations, notably in Darfur. An EU official, speaking on condition of anonymity, said that Borrell accepted Haavisto’s offer to act on his behalf in talks with the Ethiopian government due to his high-level contacts and experience in the region.

Haavisto’s precise mandate and mission will be finalized in the coming days, the official said, with the current plan for him to travel to Ethiopia in time to report back to a Feb. 22 meeting of EU foreign ministers. Haavisto’s office declined to comment.

Last Friday, Borrell outlined the EU’s decision to stop sending development assistance directly to the Ethiopian government, citing restricted humanitarian access amid “reports of ethnic-targeted violence, killings, massive looting, rapes, forceful returns of refugees and possible war crimes.”

“In the absence of full humanitarian access to all areas of the conflict, we have no alternative but to postpone the planned disbursement of €88 million [$106.7 million] in budget support,” Borrell wrote in a blog post.

The figure includes the suspension of three planned payments: €60 million for regional connectivity, €17.5 million for a health sector transformation plan, and €11 million for job creation.

“We were under circumstances under which by no means we could give a single euro of the EU budget to this government, because of what’s going on,” the EU official told Devex.

A spokesperson for the European Commission’s development department said Ethiopia will have to comply with the following conditions before the EU will disburse future budget support:

  • “Granting full humanitarian access for relief actors to reach people in need in all affected areas, in line with International Humanitarian Law.
  • Civilians must be able to seek refuge in neighboring countries.
  • Ethnically targeted measures and hate speech must stop.
  • Mechanisms to monitor human rights violations must be put in place to investigate allegations of breach of Human Rights.
  • Communication lines and media access to Tigray should be fully re-established.”

The move only affects budget support, which goes directly to the government. Other development modalities, such as funding channeled through NGOs, and humanitarian programs will continue. Last month, the EU increased its emergency aid to the region by €23.7 million.

The spokesperson did not respond to questions on how the suspension would affect the EU’s 2021-2027 development work in Ethiopia, which is currently being programmed.

Ethiopia is one of the top recipients of official development assistance from the EU. It was allocated €815 million for the 2014-2020 budgetary period, plus more than €400 million from the EU Trust Fund for Africa.

The EU official said that the European commissioners responsible for development, humanitarian aid and foreign affairs will discuss in the coming weeks how the current situation could affect the amount and implementing modalities for 2021-2027. However, it would be counterproductive to try to use the programming process as leverage against Ethiopia, the official added, arguing it would only harm the relationship and recalling that Prime Minister Abiy Ahmed has plenty of other partners.

Stefano Manservisi, the head of the commission’s development department from 2016 to 2019 and now a distinguished non-resident fellow at the Center for Global Development, said suspending budget support was an understandable move in the circumstances. But he underscored the need to maintain “constant, daily dialogue” with Abiy and others in order to preserve relations with Ethiopia.

“Here, we are talking about one of our biggest partners and strategic allies in the Horn [of Africa],” Manservisi told Devex. “[Ethiopia is] one of the biggest African states, from which depends the stability not only of the Horn but also of big parts of eastern Africa and Africa at large.”

The United Nations reached an agreement with the Ethiopian government late last year on humanitarian access in government-controlled areas, but EU officials argue that this is insufficient.

“International humanitarian law is not about giving access to government-controlled areas,” the EU official told Devex. “International humanitarian law means giving access to all areas where people need us, and it’s very clear that this is not the case with the current agreement. We have told the Ethiopians that we stand ready to negotiate something different, but what is now on the table is not working.”

A spokesperson for U.N. Secretary-General António Guterres told reporters Friday that despite some progress, “humanitarian relief operations continue to be constrained by the lack of full, safe and unhindered access to Tigray caused by both insecurity and bureaucratic obstacles imposed by federal and regional authorities.”

A second EU official told Devex that the U.N.’s initial approach — that some access was better than none — had failed. “The government is still claiming that things are getting better, at least where they have control,” the second official said. “It’s not true. It doesn’t work.”

The Ethiopian government did not respond to requests for comment.

EU suspends Ethiopian budget support over Tigray crisis

The European Union has suspended budget support for Ethiopia worth 88 million euros ($107 million) until humanitarian agencies are granted access to people in need of aid in the northern Tigray region.

In a blog post published on Friday, the EU’s top diplomat Josep Borrell said Ethiopian Prime Minister Abiy Ahmed now needed to live up to the Nobel Peace Prize he was awarded in 2019 by doing all it takes to end the conflict in Tigray.

“We are ready to help, but unless there is access for humanitarian aid operators, the EU cannot disburse the planned budget support to the Ethiopian government,” Borrell said.

Abiy’s office did not immediately respond to a request for comment.

In December, the government’s task force for Tigray said it had reached a deal with the United Nations in which Addis Ababa would call the shots on access for aid agencies.

Conflict erupted in Tigray on Nov. 4 between Ethiopian federal forces and the party ruling the northern region. Thousands have been killed, millions displaced and more than 50,000 refugees have fled to Sudan.

Abiy’s government declared victory over the rebellious leaders in at the end of November but they vowed to fight on. The United Nations has said there are reports fighting is still going on in various parts of Tigray.

Reuters reported in December that the EU was delaying budget support to Ethiopia over the Tigray crisis, according to internal documents.

Borrell said the Tigray conflict had become far more than an internal “law and order” operation and was now a direct threat to the stability of the whole region.

“We receive consistent reports of ethnic-targeted violence, killings, massive looting, rapes, forceful returns of refugees and possible war crimes,” he said.

Reuters was unable to independently verify events in Tigray as the government is restricting journalists’ access.

“Moreover, there are regional spill-over effects of the conflict, with for instance Eritrean troops being involved in the military operations in Tigray and with Ethiopian troops being withdrawn from Somalia,” Borrell said.

‘SMEAR CAMPAIGNS’

The EU has provided 815 million euros of development aid to Ethiopia over the past seven years, on top of 409 million euros of projects focused mainly on supporting refugees and host communities in the country.

The United Nations said on Thursday there had been major violations of international law in Tigray at two refugee camps, home to people who fled repression in neighbouring Eritrea long before the latest conflict.

It said satellite imagery showed fires burning and fresh signs of destruction at the Shimelba and Hitsats camps.

The U.N. refugee agency, which decried the lack of humanitarian access to the camps, did not say who was responsible, but said there had been additional military incursions over the past 10 days.

“UNHCR seems to indulge, yet again, in another bout of gratuitous & irresponsible smear campaigns against Eritrea,” Eritrea’s Information Minister, Yemane Meskel, tweeted on Friday.

After repeated denials of the presence of Eritrean troops in Tigray by both countries, a senior Ethiopian general has since said they had crossed into the northern region uninvited.

Borrell also said there needed to be a de-escalation of tension between Ethiopia and Sudan.

Ethiopia has said it is running out of patience with Sudan’s continued military build-up in an area populated by Ethiopian farmers on the Sudanese side of their disputed border.

Sudan’s foreign ministry said this week that an Ethiopian military aircraft had crossed the border in a “dangerous and unjustified escalation”.

Without U.S. Aid, Where Would Egypt Turn?

Terminating U.S. aid to Cairo would jeopardize the long-standing U.S.-Egyptian relationship and regional stability for years to come.

As a candidate, Joe Biden issued a stern warning to Egyptian President Abdel Fattah el-Sisi, pledging “no more blank checks for Trump’s favorite dictator.” Biden and his team have signaled they would limit or in some cases halt support for countries based on their human rights records, including Egypt and Saudi Arabia.

Biden’s team has threatened to condition the $1.5 annual bilateral aid the United States has provided Egypt since 1946. Following the Egypt-Israel peace treaty, which was signed subsequent to the Camp David Accords in 1979, U.S. military and economic assistance to Cairo has increased significantly. Every U.S. administration has justified the continuation of aid to Cairo as necessary for sustaining regional stability, safeguarding U.S. interests, and prolonging cooperation with the Egyptian military.

Limiting U.S. aid to Cairo would jeopardize the long-standing U.S.-Egyptian relationship for years to come. At the same time, denunciations over El-Sisi’s human rights record are legitimate. During his presidency, El-Sisi has unjustly imprisoned human rights defenders, journalists and activists in Egypt, reversing freedoms achieved in the 2011 Arab Spring uprising. However, terminating dialogue with Cairo would be harmful to regional security, as Egypt would lean on other human rights abusers for support instead.

El-Sisi took this threat seriously and in recent months began veering Egypt away from the U.S. and towards Western adversaries—including China. On August 5, Egypt agreed to let China establish a Mediterranean container terminal in Abu Qir, extending China’s reach and ability to bolster its One Belt One Road initiative in the Middle East. El-Sisi’s outreach to China poses severe implications for U.S. policy as it demonstrates Egypt’s willingness to work with Western adversaries to ensure its economic and military security.

Biden’s Middle East team must also consider the importance of sustained Israeli-Egyptian cooperation while it contemplates potential Egypt policy agendas. Four decades of peace between Israel and Egypt have been a highly important asset to the region. Since both countries signed the 1979 peace accord, Egypt has played an essential role in safeguarding Israel’s security on its western border with Gaza, which has been controlled by Hamas since 2007. Cairo and Tel Aviv’s shared disdain for the de facto governing authority in Gaza has contributed to their common ground. Egyptian and Israeli forces have worked together to counter the Sinai insurgency, an ongoing ISIS affiliated uprising on the peninsula. If the United States terminates supporting Egypt’s collaborative counter-terror efforts through military technology transfers and monetary aid, the Cairo-Tel Aviv relationship will be tested.

In addition to the Israel-Egypt relationship, cooperation between the United States and Egypt significantly cuts across multiple spheres, including security, counterterrorism, and intelligence. Both the Obama and Trump administrations defended continual aid to Egypt as crucial for regional stability. In 2013 the Obama administration partially halted its supply of military equipment to Egypt following the coup d’état that brought President Abdel Fattah El-Sisi to power. However, these limitations were lifted two years later in the “name of U.S. national security,” according to Obama administration officials. The equipment freeze was reversed since Egypt’s counter-terrorism efforts and anti-ISIS operations in the Sinai region and Libya were prioritized.

French President Emmanuel Macron recently faced pressure to limit and condition the sale of weapons to Egypt on the basis of human rights violations. However, Macron chose a different course than what Biden reportedly is planning. During a joint news conference in Paris with Egyptian President El-Sisi on December 7, Macron announced France would not abide by this strategy as it would be a detriment to Cairo’s ability to counter terrorism in the region. Macron stated he “would not condition matters of defense and economic cooperation on these disagreements (over human rights)…it is more effective to have a policy of demanding dialogue than a boycott which would only reduce the effectiveness of one our partners in the fight against terrorism.”

Terminating dialogue with Egypt will not lead to the cessation of human rights violations. In order to sustain its counter-terror capabilities and economic security, El-Sisi will unquestionably look to other authoritarian human rights abusers, including China and Russia, as replacements for support. The United States often has to make difficult national security decisions to cooperate with states with poor human rights records. Instead of boycotting Cairo and ultimately pushing them toward unsavory new partnerships, the U.S. could take up a two-track approach to Egypt, prioritizing the advancement of security issues while simultaneously pushing for improvements in human rights.
